It is the duty of the tenant to check if the tenancy agreement contains a clause for professional cleaning fees when he/she decides to move out of the property. If a professional cleaning fee is not included in the tenancy agreement, then it cannot be enforced by the landlord at the end of the tenancy. It is only enforceable if there is a term in the contract which states that the tenant is responsible for the professional cleaning of his rental accommodation.
